New TGID for Madison County Public Safety LTR System

ISP Dist 51 patch 0-16-016 used by ISP and Madison Co for direct communications between units responding on calls. Not used much but when it's active it can get interesting.

Oh, if you have a HP and the Extreme upgrade make sure you check all LTR and EDACS systems for correct LCN's! I have run it on 8 or 9 systems and found the RR DB is wrong on all but one so far. The correct LCN's for the Madison Co Sheriff side is:
